To explore the experiences of the "Bookstart" programs held by various public libraries in Taiwan, issues related to management and execution of the program were studied using survey method. Subjects of the research were librarians in public libraries, participating Bookstart program (supported by the Ministry of Education, MOE) from 2009 to 2012. A total of 246 questionnaires were distributed, and 210 valid ones were collected, the recovery rate was 85.02%. Findings of the survey were summarized as followed:(1) Sponsorship from MOE played the key element for successful implementation of Bookstart programs. (2) "Reading bags" provided an incentive for both parents and librarians in promoting Bookstart program. (3) Most librarians reacted positively toward the advocacies of Bookstart programs, and expected themselves to be competent in early literacy education. Based on the above findings, suggestions are provided. The findings of the research might provide references for future implementation of Bookstart.
