為了解市售面霜乳液類化粧品是否有違法攙加行政院衛生署公告不得使用之成分對苯二酚(Hydroquinone)、汞鹽及維他命A酸(Tretinoin)，94年度由各縣市衛生局於地攤夜市、製造廠或代理商、美容美髮材料行、美容美髮護膚中心、公司行號、化粧品量販店、藥粧店及藥局等處抽購檢體247件，委託合約實驗室財團法人醫藥工業技術發展中心進行檢驗。結果顯示：有3件檢體同時檢出對苯二酚及維他命A酸，1件檢體檢出對苯二酚；另有1件面霜檢出汞鹽。外盒包裝或容器標示檢查方面，不符規定者102件，包括國產品26件，輸入品57件，未標示國別者19件，佔抽驗總件數之41.3%，不符規定項目以未標示製造廠名稱及廠址最多，有89件（佔36.0%）。不合格產品已送交地方衛生機關，依違反化粧品衛生管理條例之規定予以行政處理。本調查係本局之品質監測計畫，曾於94年10月28日發布新聞在案。

In order to investigate whether hydroquinone, mercury and tretinoin were adulterated in the marketed cosmetics, 247 samples were randomly collected from vendors, nightmarkets, cosmetic manufactures, beauty saloons, cosmetics stores, drug stores and pharmacies by local health authorities in Taiwan in 2005. Samples were analyzed by contracted lab. The result showed that 3 samples contained hydroquinone and tretinoin simultaneous, one contained hydroquinone, and another contained mercury. 102 samples (41.3%) violated the labeling regulations.
