The DALI Station Train Collision Accident happened in June 2007, causing 5 causalities andseveral injuries. A test locomotive passed a red signal and entered a switch. A rolling stock in operations with passengers was also on the same track running in the opposite direction. The two trains collided. From the accident, the organizations involving in the construction or operations phases shall not be ignored but emphasized the railway safety management. The article introduces the safety management system concept and context that shall be applied to the project of railway system to reduce the risk to operate a railway system.
