中文摘要

地方教育治理制度的設計並非不涉政治或價值中立,不同制度設計對地方教育發展也有不同的影響。本文透過對美國與台灣兩地地方教育治理模式之整理,歸納出地方教育治理三種模式:專業科層模式、民主模式、政治模式。除了說明這三種治理模式的特徵外,並比較其優劣得失。文末並針對台灣目前地方教育治理現狀提出改進建議,並討論未來研究方向。

英文摘要

The design of the structure of local educational governance is never neutral and carries significant implications for the development of education. Three models of local educational governance were synthesized based on the evolution of local educational governance in Taiwan and the U.S. via document and literature analysis. The three models of local educational governance proposed include professional/bureaucratic model, the democratic model, and the political model. Characteristics of the three models were synthesized. Pros and cons of the three models were also compared. In the conclusion, suggestions for Taiwan’s local structure of educational governance and the further research were discussed.
