中文摘要

教育評鑑是一重要且困難的任務,但是藉由有效且定期評估,不但可了解本身在教育資源投入與成果產出間的合理性,進而促使資源有效分配,及改善整體經營績效。本研究應用國際認可之TIMSS-R之架構與社會科學普遍使用之DEA分析法評估台灣地區南、北區域之國民中學經營效率,研究結果顯示,台灣地區南、北區域之國民中學績效,並不因為所屬地區而有差異,也就是說,任一位學生不管在南部受國民中學教育或是在北部受國民中學教育都是一樣的,如果不一樣的話,其原因可能來自內部因素(學校、家庭及學生),此一研究結果可提供教育當局改善學校經營績效的參考。

英文摘要

Assessing the performance of an educational system is an important but difficult task. Despite the difficulties involved, school performance assessment can be used to set performance targets, to make resource allocation decisions, and to improve overall school performance. An evaluation of school performance allows education administrator to know whether schools are actually utilizing their resources in the most efficient way. The results of evaluation can also provide practical guidelines on how schools can improve further. This study combined both the non-parametric methodology of data envelopment analysis (DEA) and TIMSS-R to evaluate the secondary schools in Taiwan. The results show that no efficiency difference exists between schools operating in northern Taiwan compared to those operating in the south.In other words, no matter where the schools are, students received school education of similar quality at secondary level.
