芬蘭學生在近年來國際性的評量中表現傑出，尤其在經濟合作暨發展組織所舉辦的「國際學生評量方案」中得到優秀的成績，令世界各國對芬蘭教育大戚驚訝。本文主要探討芬蘭國民教育改革之內涵及對台灣教育之敢示，首先介紹芬蘭國民教育改革過程;接著，說明芬蘭當前教育政策;再者，分析芬蘭教育改革特色;最後，進一步提出這些教育改革措施對我國教育的敢示，以供我國教育改革之參考。
