「為民服務」不僅為政府的天職,亦為其存在的價值。但是民眾對於政府施政良窳的評價,卻多僅能消極地藉由民意調查或是民眾滿意度調查予以表達,對施政方向的主導權力,極為有限。近年來,學者們倡言應建構績效導向之地方政府管理,作為地方政府再造及提升治理能力之積極手段。但於此同時,是否能透過實際的作為,將「績效管理」此項工具,由政府移轉至公民手中,授予公民領航的權力與能力,則是值得吾人思考的一項議題。基此,本研究主要之目的,在於探索政府績效管理與公民參與結合之可能性,透過他國已有經驗的檢視,試圖發展與建構適合我國本土系絡之運作模式。透過初探性之訪談分析,吾人發現,擴大公民參與的深度與積極性,毋寧為當前廣大民眾所期待,期盼在地方事務上,民眾能有積極參與、共同規劃的機會。而本研究所提出的「公民引領之政府績效管理」模式,便是希望能將政府施政績效評量的權力,由過去僅由政府內部施行的方式,轉變而為由公民參與主導,並藉此將領航政府之權力,交還給公民大眾,建立以公民為核心的公共服務價值。

英文摘要

Conventionally, performance measures are developed, implemented, and regarded as managerial instruments by public officials; ordinary citizens rarelyhave voice in government performance management, however. Drawing experiences from U.S. municipal governments, the author shows practical modelswhich enable citizens to initiate performance measures, as well as to collaborate with public officials and elected representatives in implementing assessments and reporting performance results. By so doing, governmental efforts are driven by citizens' concerns and aspirations rather than elected official's goals.
