傳統上，公共政策與國際關係兩學門可說相當程度上「各成一格」。隨著全球化與新公共管理趨勢日漸盛行，強調地方政府、非政府組織等參與政策過程角色的「全球治理」概念一躍成為兩大學門進行溝通對話的新平台。國內多位學者在世紀之交體認兩學門接軌、倡議有系統建構理論架構的必要性，或著手進行跨學門理論觀點的連結（例如：宋學文、2001；張亞中，2001；劉坤億，2001；詹中原，2003）。本論文作者認為，針對公共政策領域而言，為增進兩大學門間對話與觀點的連結，除需要努力尋求釐清兩學門對「全球治理」概念所偏重層面之可能歧異外，也可以進一步從公共政策微觀層面理論（以典型政策過程階段論為代表）與不同宏觀型觀點（即強調國家與社會或市場關係，包括多元、菁英、馬克斯主義、政策網絡與新制度論等）的角度出發，來探討「全球治理」趨勢在這些不同公共政策理論發展所呈現的意義或面貌。

In many ways, Public Policy and International Relations were considerably regarded as two “self-containing” fields. In the wake of globalization and new public management, however, the emergence of “global governance” that highlights the important role played by local government, non-governmental organizations in policy process provides new platform where the two fields could communicate with each other. In the millennium, several Taiwanese scholars have realized the necessity for bridge-building across the two subjects or pursuing the aim of integration of respective theoretical frameworks. This author suggests that to increase mutual dialogue between the two subjects, we could first endeavor to clarify the possible underlying convergence or divergence of the way in which global governance has been addressed in both fields. Then, we could also proceed to explore, albeit in a preliminary way, the implications of global governance for the development of public policy theories by extending this global context to both micro-oriented policy stage process modeling and macro-oriented various perspectives that deal with the interaction of actors, institutions in terms of state-society or state-market relationship.
