優秀的人力資源是組織的重要資產,學校組織在面對未知環境變遷所具備的應變力與創新力,係於學校組織中之優秀人力資源。因此,做好人力資源管理是學校經營管理工作項目中刻不容緩的一件事。本文試從以「挹注學校優質人力資源策略」、「創造人力資源最大價值策略」、「促進人資價值永續發展策略」等三個構面,包含人力規劃、人力甄選、人力任用、人力發展、人力激勵及人力維持等六大內涵來探討學校人力資源管理。並運用藍海策略的四項行動架構消除、降低、提升、創造,提供學校人力資源管理的全新思維方向,勾勒學校人力資源新價值曲線,建構出學校人力資源管理的藍海策略。期盼能在這詭譎多變的環境中,提升學校組織的變革能力與運作效能,建立出學校差異化價值,促進組織永續經營與發展。

英文摘要

Excellent human resources was the important property of the organization. The abilities of meeting an exigency and creation for the school organization facing unknown environment change was related to the excellent human resources of it. Therefore,dealing with human resources management was urgent for the school management. Thisarticle inquired into school resources management from three frameworks: the strategies of injecting school high-quality human resources, creating the most value strategies of human resources, promoting the everlasting development strategies of human resources which including six contents: manpower programming, manpower selecting, manpower employment, manpower development, manpower motivation and manpower maintenance. This article made use of the four actions framework of Blue ocean strategy-Eliminat, Reduce, Raise, Create-providing the whole new thinking direction of school resources management, delineating the new value curve of school resources and constructing the Blue ocean strategy of school resources management. In this strange and changeful environment, we hoped that we could raise the replace abilities and operating effect of school organization, establish the value of school difference, and promote the everlasting management and development of the organization.
