本研究旨在探討台南市國民小學校務評鑑相關議題,以瞭解台南市國民小學教育人員對校務評鑑實施的看法。本研究以問卷調查為主,佐以半結構式訪談,以台南市96-98學年度受評學校校長、主任、組長、教師等人員為母群,分層隨機抽取337名為研究對象,分別以次數分配、t考驗及單因子變異數分析等方法進行分析。本研究獲致結論如下:一、填答者對於台南市國民小學校務評鑑持中度正向肯定的看法;二、不同「性別」、「職務」、「服務年資」背景變項之填答者對校務評鑑之看法有顯著差異;三、校務評鑑參與者應以全校參與為原則;四、影響評鑑結果最大的因素是評鑑委員的專業素質。最後,依據研究結果對受評學校、教育行政機關及台南市國民小學校務評鑑制度提出建議。

英文摘要

The study aims to work on the issues related to elementary school evaluation, in order to find out what educators in Tainan really think about school assessment, and makes some suggestions for reference. The study was conducted mainly with questionnaires, along with semi-structured interviews to the educators who are categorized into populations of school principals, directors, chiefs and teachers during the past three school years (2007-2009). The statistic analysis involved frequency-distribution, t-tests, one-way ANOVA. Based on the results of the data analysis, conclusions were reached as follows:
1. The interviewees held a medium positive opinion of all the issues over Tainan elementary school evaluation.
2. About questionnaires of school assessment, teachers in different genders/service years/posts have significant differences.
3. About semi-structured interviews, the interviewees think that all school members should be included in the appraisement.
4. The expertise of the appraisers plays a key role in the school assessment.
Lastly, according to research results, the researcher offers several suggestions to evaluated elementary school, education authorities, Tainan elementary school appraisement system.
