過去探討大專校院的研究成效,多數的學者均從產學合作的觀點出發。其中,產學合作之成效取決於組織成員的知識投入、產出與擴散之衡量。而大專校院研究發展成果得以成功地推廣到產業界的重要因素,主要是新產品與服務的產生、專利的產生、論文的發表、研討會與相關資訊的擴散、衍生創投或其他企業的成立及人員的流動等。如此,影響產學合作成效的中介變數為何?是由專利或學術論文而來?這是一個值得研究的問題。本研究之目的是確認資源投入及產出變數對產學合作收入的關聯,假設論文發表及專利獲得為產學合作的中介變數,最後再檢驗影響產學合作收入的主要變數為何。本文以Brown與Sevenson(1998)提出之研發績效模式,建構我國技專校院產學合作之模式。研究資料來自教育部授權之「全國技專校院基本資料庫」,研究對象為我國現有93所技專校院。研究結果發現,科技計畫、專任教師、專利獲得及論文發表等變數與三種產學合作收入皆有顯著之關係;論文發表具有中介效果,至於專利獲得則不具中介效果;影響技專校院產學合作最重要的變數為論文發表,其次為科技計畫,再其次為專任教師,至於專利獲得則無顯著關係。最後,本文提出我國技專校院的產學合作是基於論文發表所形成,並非專利授權;此一研究結果可提供政府科技及教育主管機關做為修訂產學合作政策之參考。

英文摘要

In the past, the issue of how well a university conducted its research was studied mostly on the basis of university-industry cooperation. The efficiency of universityindustry cooperation depends on the measurement of knowledge input, output and propagation of the members involved. The key points in applying university research results to industrial use include the generation of new products and services, the generation of issued patents, the published articles, the joint conferences, the propagation of related information, the setup of venture capital or companies, and the exchange of members. Thus, a question worth question is whether issued patents or published articles should be defined as the moderator effectiveness variable in university-industry cooperation. One of the goals of this study was to confirm the relationship between the variables of resource inputs and research outputs. We chose published articles and issued patents as mediators, and university-industry cooperation incomes as dependent variables. Then, we tested the relationship between these variables. In order to construct a university of technology-industry cooperation model in Taiwan, we adopted the R&D performance model proposed by Brown and Sevenson (1998). A survey was conducted on 93 universities of technology, and the data were collected by the Ministry of Education in Taiwan. The result showed that technology program budgets, full-time faculties, issued patents and published articles all have significant effect on university-industry cooperation incomes. Besides, published articles have mediate effect. This model suggested that the most important variable for university of technology-industry cooperation is “published articles,” which should be considered an essential mediator to university of technology-industry cooperation in Taiwan. This model has profound implications for governmental policies on university-industry cooperation.
