中共於2003年12月5日批准頒佈的《中國人民解放軍政治工作條例》已明確寫進「輿論戰、心理戰、法律戰」之「三戰」，隨後共軍普遍發展「三戰」研究和訓練。中共借鏡二次波灣戰爭的經驗及教訓而致力於三戰的研究，已是如火如荼地進行中，視三戰為趨利避害的最佳利器。本文以中共制定「反分裂國家法」，以及其要求官兵熟知「武裝衝突法」為例，觀察中共對法律戰的研究與實踐。

Media War, Psychological War and Law War (Three Wars) have been incorporated in The Political Work Act by People’s Liberation Army(PLA) on Dec. 5 2003. Nowadays, PLA is being devoted to the rescarch on and training for“Three Wars”, They have been reharded as the best way to gain merits and avold disadvantages. This study intends to look into PLA’s reseaaatch and practice and practice of“Law War”and especially focuses on“the Anti-Secession Law”and“the Law of Armed Confict”with which the PL-A wants its military personnel to be familiar.
