中文摘要

永續的追求即是要將評量尺度放長與 視野放寬,不再僅是追求短期之内部成本 最低化。人均二氧化碳之減量,最有效的 方法是大幅度調整電力結構,同時又兼顧 高發電效率。尤其當各界同步強調產業結 構與交通結構的調整時,大多是將燃燒改 變成電力之使用,因此,更需同時討論電 力結構之大幅調整。針對低緯度島國所需 的設計,必然不同於其他國之尖離峰需求 及能源進口安全,更應明白電力部門所關 切,以及兼顧國家利益所做出之最佳安 排。本文試著以簡易圖示與表格整理,讓 讀者能快速明嘹複雜問題之重要骨幹—— 平滑尖離峰用電與電力結構之大幅調整。 同時,呼籲國人對核能發電技術之進展與 輻射醫學上的發現一輻射激效,做更新 的瞭解與廣泛探討。

英文摘要

The pursuit of sustainability is to evaluate things in a lengthier scale and a broader view, and it5s no longer only pursuit the minimal economic cost. The effective pursuit of C02 reduction is to dramatically correct electricity generation portfolio to meet both the standards of high generation efficiency and low generating emission. Especially for now, lots of discussions to reform industrial infrastructure and to change transportation infrastructure; they are simply bypass burning process (for example, engines and heaters) to use electricity instead. Taiwan^ special case (low-latitude and island-like) needs different approaches as well as understanding the demands of electricity sectors. In this article, simple figures and tables are meant to be easy understanding skeletons of complicated issues: Peak Shaving and Electricity Portfolio Modification. At the same time, the author invoked citizens to be updated with the latest technology of nuclear power plants and the understanding of radiation hormesis.
