高科技產業面對國家經濟轉型及全球化的經營，如何提升企業體質以強化競爭優勢已是刻不容緩的課題。本研究以台灣國家品質獎卓越經營架構為指標，探討高科技產業所建構的全面品質管理要素及權重關係。透過品質管理實務經驗的產、官、學界專家們提供之兩階段修正式德菲法調查問卷資料，獲得七大構面與細項衡量指標，並應用層級分析法之研究分析，總結全面品質管理之重要衡量指標及其優先權重順序，期能提供高科技產業者成功導入全面品質管理的有效路徑。研究顯示，高階經營者的重視及積極參與是高科技產業以台灣國家品質獎卓越經營建置全面品質管理架構的成功關鍵因素，而高科技產業在推行全面品質管理活動時，更應將顧客與市場要素融入企業策略思考之中，以達到企業卓越經營的目標；此外，研究指出，高科技企業應加強對人力資源及知識管理、資訊科技方面的重視，透過企業內、外部資源整合，以更有效增強競爭優勢。

Facing the challenges of globalization and economic reform, high-tech industries have increasingly engaged in quality-differentiated market competition. This study employs the Taiwan National Quality Award (TNQA) business excellence framework as a measurable basis for investigating the importance of total quality management (TQM) and analyzes its influence on firm competitiveness. This study adopts a modified Delphi method to identify seven dimensions that include sub-measuring factors before conducting the Analytic Hierarchy Process (AHP) to identify the 16 most critical measurement factors for evaluating the competiveness of the hightech industry. The findings of this study indicate that the TNQA business excellence framework comprises the major measuring factors for developing TQM. The attention and proactive involvement of top management are the most crucial success factors for high-tech firms within the TQM framework. In addition, firms should focus on a customer-oriented market strategy to strengthen their competitiveness. The results of this study imply that high-tech firms should collaborate closely with administrative departments and line business units to achieve their business aims. Finally,managers of high-tech firms can use the findings of this study to determine a direct path to TQM success.
