美國為讓學校建築有所發展,因此在《美國經濟復甦與再投資法案》中提出美國合格學校建築契約計畫,其目的乃在針對學校建築直接給予補助,而非只是在政府服務資金或合格區域學術契約中間接補助。其計畫的目的有四,亦即協助學校建設、學校修繕、學校重建以及學校新校地的取得。因該計畫的施行,藉由學校建築經費專用的方式,讓學校建築有經費足以建設。此外,該計畫強調補助款項的使用率,讓經費不致浪費。只是該計畫未有評鑑機制,如能規劃該計畫的評鑑方式,則檢討該計畫,讓該計畫能有更加的發展。
In order to develop the school construction, Qualified School Construction Bonds is planned in the American Recovery and Reinvestment Act. The aim is to subsidize school construction directly rather than the indirect subsidy in Government Services Fund or Qualified Zone Academy Bonds. Qualified School Construction Bonds has two characteristics. One is That money has been earmarked for school construction. The other is the emphasize of utility rate on subsidy that the money can be used appropriately. In order to improve the plan, evaluation should be practice to revise the Qualified School Construction Bonds and advance the school construction.
