農村再生工程品質抽驗由臺北、臺中、花蓮、南投、臺南、臺 東分局轄區於102 年度至104 年度工程抽驗總計683 件,合格637 件, 不合格46 件,合格率為93.3%;農村再生工程抽驗內容分為兩大部分「一 般工程品質」及「材料試檢驗」,「一般工程品質」細分為結構物尺寸、 坐標及現場缺失,以量測構造物尺寸是否超出農村再生補充規定內之容 許標準,坐標以現場定位並檢核是否與核定坐標誤差於50 公尺內,現 場缺失則以教授、技師依照現場施工所產生缺失紀錄之分析;另,「材 料試檢驗」細分為混凝土鑽心取樣、瀝青混凝土壓實度、高壓磚試驗及 工地密度,其中為瞭解農村再生抽驗補充規定結構物尺寸容許標準是否 與現行施工符合,於此分析中做探討。 經分析結果得知,歷年各轄區尺寸分析合格機率最低為「溝渠寬度」 51.50%,其次為「構造物斜率」59.24%及「鋪面及路面寬度」66.50%, 建議溝渠寬度以農村再生設施工程裡較常施做乾砌石或漿砌石溝,以砌 石工法所施作之溝渠,較常有尺寸上之誤差,因石頭尺寸大小及堆疊方 式易造成溝渠尺寸超出或小於設計值,因此建議溝渠之寬度尺寸,是否 應考量砌石溝之情況,另訂定容許標準。構造物斜率以農村再生設施工 程容許標準為10%,於抽驗之工程未全然施作於鄉村或市區,部分為農 村再生工程,實際施作為護岸及固床工等野溪治理工程,於山中野溪施 工不易,10%之斜率容許誤差較為苛刻,因此建議應以因施工區未及位 置,些許調整斜率之容許誤差。
