1968中國大陸通過了《中華人民共和國村民委員會組織法》，觀察大陸地方 治理的發展有了法源的根據。浙江省瑞安市實施的「自薦直選」是一個中共選舉 制度改革典型的個案。在此一個案中，我們可以觀察到、大陸在走西方模式的選 舉制度下融合中國的特色，同時也發現了大陸的地方治理在過程上出現了不少的 流弊。諸如選民民主意識低落、教育水平良莠不齊，而主辦單位村委會地位界定 不明確、未落實人民選舉權行使等。在本研究的個案中，筆者分析浙江省瑞安市 實施「自薦直選」的過程，同時也觀察該市村委會如何改革選舉出現的弊端。筆 者在結論中指出：此一「自薦直選」制度是否可作為大陸走向地方治理的基礎， 應作審慎的評估。

In 1968, China passed the Organic Law of the People's Republic of China on Village Committees, observing the basis for the development of local governance in the Mainland. The "direct election by self-nomination" implemented in Ruian City, Zhejiang Province, is a typical case of the reform of the CCP's electoral system. In this case, we can observe that the mainland merged the characteristics of China under the election system of the Western model and found that there have been many abuses in the process of local governance in the Mainland. Such as the democratic sense of electoral decline, the level of education varies greatly, and the host village committee status is not defined, did not implement the exercise of the people's voting rights. In this case study, the author analyzes the process of implementing "direct election by self-nomination" in Ruian City, Zhejiang Province, and also observes the defects of how the village committee of the city reforms the election. The author points out in his conclusion: Whether this system of "voluntary direct election" can serve as the basis for the mainland to go to local governance should be carefully assessed.
