英文摘要

This paper explores the democratic and educational discourses of Sidney Webb (1859-1947), a leading socialist in late nineteenth-century England. Between 1892 and 1898, Webb endeavored to build up a ‘scholarship ladder’ to help meritorious working-class children to rise from elementary school to university studies. Additionally, he also contributed to the legislation of the Education Acts of 1902-3, bringing out a unified local control of education. Despite the fact that Webb’s contributions to educational reforms had been well-researched by previous researchers, his discourses on democracy and educational reform were not fully investigated, which led to a discrepancy in the interpretations of Webb’s educational reforms, especially in relation to democracy. By re-examining Webb’s democratic and educational discourses, this paper shows that Webb’s reform proposals were closely linked to his ideals of social democracy. Although his discourses were less radical than those of other socialist bodies, they represented an important approach within the British socialist tradition.
