為因應世界氣候變遷、減緩溫室氣體的成長,讓環境永續發展,各國也紛紛投入減排的行動,期許建立具調適機能之低碳永續城市,臺灣各個都市也已加入此列車,紛紛簽署氣候緊急宣言,展現面對極端氣候的決心。國際能源署(International Energy Agency, IEA)在2022年的《2050年淨零排放:全球能源部門路線圖-政策决策者摘要》當中針對提出「為達到2050年淨零排放的目標,取決2030年前以空前的力道導入潔淨技術,而沒有公民參與與支持、將人視為積極參與者,則無法實現淨零路徑所提出轉型規模與速度」。城市生活實驗室(Urban Living Lab)具有開放式創新的特徵,以及擁有將科學、政策、商業和公民社會結合在一起實驗模型的平台,也被視為是一種通過共同生產知識,面對不同面且負責複雜的問題,促進城市可持續發展的方式。本研究透過文獻回顧擬定出4大構面及13項影響要素,並藉由決策實驗室分析法(Decision Making and Trial Evaluation Laboratory, DEMATEL),其目的為探討臺灣以低碳城市為目標建構城市生活實驗室構成要素相互影響程度,進行各要素之間關連性分析。結果顯示都市發展方向與社會文化條件為主要的核心關鍵構面,可持續發展整體規劃與公共創新過程是最主要影響和被影響的要素。

英文摘要

In response to the impact of world climate change and warming, in order to slow down the growth of greenhouse gases, develop the environment sustainably, and establish low-carbon sustainable cities with adaptive functions, as countries announce net-zero carbon targets, tens of thousands of cities and local governments have joined the Global Covenant of Mayors for Climate & Energy, and many Taiwan’s city has joined to signed climate emergency declarations. IEA argues that achieving the goal of net zero emissions by 2050 depends on citizen participation and support, and treating people as active participants, Otherwise the net-zero path cannot be achieved. In this study, 4 major facets and 13 influencing factors were formulated through literature review, and the DEMATEL was used to explore the degree of mutual influence of the constituent elements of Taiwan’s ULL with the goal of low-carbon city. Conduct a correlation analysis between elements. The results show that the direction of urban development and sociocultural conditions are the main core key aspects, and the sustainable development planning and the public innovation process are the most important factors that influence and are affected.
