手持式電視服務為傳播與電信兩大產業所匯流而成。本論文係以台灣傳播電信產業為脈絡，藉由手持式電視產業結構分析，建議「（舊）無線電視」應趁數位匯流之關鍵時刻，進行產業結構轉換，並以「水平競爭」為政策發展目標，經由公共的垂直整合，逐漸導引至水平切分的開放傳輸平臺結構，以迎接「新無線電視」時代來臨。然而，由新聞局以至於NCC 對手持式電視相關政策，卻只顯示兩種意涵，其一是由黨國電視過渡為新自由主義，而沒有對於公民權益的思考及對於整體結構的關照，其二是只迷信科技創新，卻缺乏對本身政策目標及工具作審慎考量。經本文研究分析，極端的技術中立與市場開放，其結果必然導致私有市場的垂直壟斷，無助於改善商業無線電視體質、且無法成就「新無線電視」，更不能進一步創造水平競爭的產業環境。

The Hand-held TV service is representative of broadcasting and telecommunication industries convergence. The research shows that we should take “horizontal-contest” as the goal of digital convergence policy, and have public telecomm operator first to reach the goal. The (old) terrestrial TVs have to catch the critical moment during the digital convergence time to change the industry structure themselves, and only when the structure changes, the true “new terrestrial TV era” will come. However, the evidence gathered shows that, in no matter which the reign of the Government of Information Office (GIO) and of the National Communication Commissions (NCC), the biz characteristics and the regulatory thinking remained under the influence of the neo-liberalism and the technology determinism. And both of them are short of the thinking of citizen rights and the concern of industry structure, so that they also lack careful thinking about the right goal and tool of digital terrestrial TV policy. Finally, the policy of NCC: “tech neutrality” and “open market” will cause private vertical monopoly, and they will not improve the nature of commercial terrestrial TV, or crate a digital horizontalcontest environment, or let the “new terrestrial TV era” come true.
