The purpose of this paper is to explore methods of integrating resources for teaching，counseling and discipline within schools in order to compensate for manpower shortages.
In addition， the report discusses methods
of achieving optimum levels of interaction between
administrative and teaching staff， in order to form
counseling support networks that facilitate the
growth and development of each student.
