志願服務於國內日益普遍,參與志願服務的人數大增,我國政府於2001年1月20日公布實施「志願服務法」,針對志願服務制度之範園、管理措施等方面給予規範。警察志工指協助警察機關執行公共服務,由於警察之職業特性與一般公、私部門工作不同,故其參與警察志工之動機確實值得研究,另一方面由於警察志工條執行公共服務,故志工能力、特質及對外服務的行為除影響警政機關形象外,亦影響政府施政服務品質,本研究昌在了解警察志工能力及特質中在參與動機與組織公民行為間之關係。

本研究以高雄市政府警察局志工大隊為研究對象,研究結果有以下之發現,首先,警察志工認同自己參加志工的動機以社會責任動機為最高,次為充實生活與學習動機,最低的是機構特質動機。其次,警察志工的參與動機對組織公民行為的關俘、並沒有受到能力的干擾,僅受到能力的部分中介影響。第三,警察志工的參與動機對組織公民行為的關條受到特質不同程度的部分干擾,也受到特質不同程度的部分中介影響。最後,本研究認為應強化志工內在行為認知,提供志工的能力與特質,則將可以提升警察志工的服務品質。

英文摘要

Volunteer service is increasingly becoming very popular inside the country, with the number of those doing volunteer work growing. On January 20, 2001, the government promulgated the “VolunteerService Law” which provided the necessary guidelines and standards regarding the scope of the volunteer service system, management measures and other aspects. Police volunteers refer to those who assist police organizations in implementing public service. Because the nature of the police profession is different from other public or private departments, not only does the volunteer's ability, characteristics and service behavior affect the image of the police organization, it also has a strong bearing on the government administration s quality of service, the objective of this study is to understand the relationship between police volunteer ability and the nature of the police profession in influencing participation motive and citizenship organizational behavior.

This study focused on “Kaohsiung City Police Station Volunteer Team” as its research subject and the results obtained are as follows: First, the police volunteers affirmed that their highest motivation for joining the volunteer work was out of social responsibility, with the second and third motive cited as personal enrichment and learning, respectively, while the lowest motivation was the nature of the organization joined. Second, results of the study also showed that the participation motive of the police volunteers towards organizational citizenship behavior was not affected by ability, at most, it only had an intermediary impact. Third, the participation motive of police volunteers towards organizational citizenship behavior was in part disturbed by the degree of differences in the nature of the profession which also had an intermediary impact. Lastly, this study believed that there should be a move to strengthen the knowledge and understanding of the volunteers towards the inherent behavior required from them, raise the ability and characteristics of volunteers, in order to upgrade the quality of service provided by the police volunteers.
