This paper aims to find out the impact of human rights NGO on the Chinese human rights affairs. The paper firstly identified 'networking' as the major strategy adopted by the human rights NGOs, and then further examined how and what the networking strategy could achieve following the spiral model, which was developed according to the Latin-American cases. The research continued to study the Chinese case and discovered that as expected by the spiral model, human rights NGO had cast certain impact on the Chinese government initially. The 'spiral' effect of the NGOs, nevertheless, was interrupted in the second half of 1990s, mainly because of the PRC's new human rights diplomacy and growing economic and political power.
