本研究主要在建構科技成就指數,並瞭解台灣在這方面定位。研究中以專利核准數、國外權利金及證照費收入、連網主機數、中高技術產品出口比率電話用戶數、電力使用量、15 歲以上平均就學年數、高等教育之基礎科學、數學與工程類科粗在學率等8 個指標進行建構。這些資料取自以2001 年聯合國發展方案及台灣的統計資料。本研究建構方法以主成分分析及標準化Z 分數進行分析,最後再以過去研究,與科技綜合發展指數求其相關,發現有.81 以上的高度顯著相關,表示本研究建構的科技指數與學者建構者穩定性高。此外,台灣在73 個國家中,科技成就指數排名第6。針對前述結果提出建議。

英文摘要

The purpose of this study is to construct the technological index, and to understand that rank in the worldwide. It employed the variables of the patents granted to residents, the receipts of royalty and license fees from abroad per capita, the internet hosts per capita, the high- and medium- technology exports as a share of all exports, the logarithm of telephones per capita (mainline and cellular combined), the logarithm of electricity consumption per capita, the mean years of schooling above 15 years old, and the gross enrollment ratio of tertiary students enrolled in science, mathematics and engineering. The data are collected from the United Nations Development Program (UNDP, 2001) and Taiwan’s statistics. Our statistical method included the Principal Component Analysis and Z score to analyze. Also it used the Person correlation between some research’ results to test the reliability. The results found that the correlation value is above .81 and is significant, too. Finally, Taiwan’s technological index is ranked 6. From these results, some suggestions were given.
