中文摘要

我國技專校院在短短十餘年內因教育部大幅放寬高等教育機構之設立與升格的政策導引下,使得技專院校容量逐年增加,但學生人數來源卻因少子化而逐年下降,再加上我國已加入WTO,可能面對外國學校來台招生的威脅,因此各校經營效率的提升將佔有重要的決定因素,此一經營問題誠為我國技專校院目前所面臨之一大挑戰。為此,本研究邀集各技職教育專家,以修正式德懷術方式來建構我國技專院校經營效率之評鑑指標,歷經三次德懷術之進行整理,彙整建構出產出面主要指標五項:「研究計畫件數/專任師資人數」、「研究成果件數/專任師資人數」、「教學品質」、「推廣教育服務—學分班人數」、「建教合作服務—委託及合作研究計畫廠商家數」;投入面主要指標四項:「具兩年以上實務經驗專任師資人數/全體專任師資人數」、「專業實習實驗室面積/在校學生人數」、「電子資料庫數量」、「校長為專業經理人」;另有產出面次要指標五項、投入面次要指標九項。在應用上,則應考量評鑑目的與形式,挑選適合之教育指標,作為數量方法之產出/投入項目,如適合用於非營利事業的資料包絡分析法(DEA)等。

英文摘要

Since the Ministry of Education has largely relaxed the establishment and upgrade of higher education organization in the recent ten years, the capacity of the Universities and Colleges of Technology in our country has increased year by year, yet the source of the number of student has decreased year by year because of the reduced birthrate.
Besides, our country had already entered the WTO, which may face the threaten of recruiting students of foreign schools coming to Taiwan. Therefore, the managerial efficiency of schools is a large challenge of management for the Universities and Colleges of Technology in our country.
Thus, the study invited specialists in various technological and vocational educations to establish evaluation indicators for managerial efficiency in universities and colleges of technology with the Modified Delphi Technique. Underwent three times of the Delphi Technique’s arrangement, the study had established five main indicators of output terms: “ the pieces of researching projects / the number of full-time teachers ”, “the pieces of researching results / the number of full-time teachers the pieces of researching results”, “ the quality of teaching ”, “the number of students in the credit classes of continuing education ”, “ the number of firms for education & industry cooperation”.
The four main indicators of input terms “ the number of full-time teachers with practical experience over two years / the total number of full-time teachers “, “ the area of practical training & experiment laboratories / the number of students in schools ”, “ the number of electronic databases of library ”, ” the president of school belong to professional managers ”. In addition, there are five secondary indicators of output terms and nine secondary indicators of input terms. In order to apply these education indicators, the purpose and form of evaluation should be taken for consideration to choose proper education indicators as output/input items of quantitative method.
