中文摘要

自1968年以來,「學習社會」的理念受到許多專家學者的熱烈討論與重視,世界各國也陸續以建立學習社會為政策標的,我國亦不例外。自民國87年公布「邁向學習社會」之後,對於此一政策的研究甚少,尤其缺乏政策的執行成果評估。因此,本文旨在瞭解「邁向學習社會」政策直行成果,並從學習社會理念的興起著手,瞭解學習社會的相關概念。然後進一步瞭解學習社會政策問題的形成、政策的規劃以及執行的現況,最後對此一政策的執行成果進行評析。本文針對十四項具體行動方案中挑選出七項作為進一步深入評估之用,發現透過政府所舉辦的各項活動與各相關單位的大力配合,社會大眾對於終身學習與學習社會的理念有更進一步的認識,政策的執行有其具體成效,然而因為各項活動記錄缺乏完整的保存或散落各地,致使政策的評估有其限制,因此亟需要一個統整單位加以整合相關資源,以供學術研究之用。最後,學習社會並不是一種終極目標,它應是不斷變動的、永無止境的願景,因此相關的理念、活動更需要全體大眾一起參與、推動,讓建立學習社會不淪為一種口號。

英文摘要

Since 1968, the concept of learning society has been valued and warmly discussed by many specialists and scholars. In every country of the world, it is the objective of policy to build up learning society and our country is no exception. Since in 1998, the white paper of towards a learning society was published, there have been few researches of this policy and especially we lack the evaluation of the result of executing the policy. Therefore ,the aim of this article is to understand the result of the white paper of towards a learning society, start with promoting the concept of learning society;then further understand the formation of problems of learning society, the scheme of the present condition of carrying out the policy. Last, article evaluates and analyzes the effect of performing. In the article, 7 items from 14 programs are picked out to be further evaluated. Through the activities our govemment have hold and the good match of related departments, the pubic get to know the concept of life-ling learning and learning society further. The execution of the policy has concrete effect but the records of each activity lack complete or are scattered in different places, as a result, the evaluation of the policy is limited. Therefore a unified section is needed to unify related resources for the purpose of scholastic researches. Last, learning society is not a final objective, but it is a continuously variable and endless prospects. So the related concept and activities need the general public to participate and promote together in order that to build up a learning society is not a slogan.
