公路建設為我國工程建設的主力要項,但過去在著重經濟發展的背景前提下,其對自然環境產生許多不經意而無法挽回的破壞,如何在進行道路建設時兼顧地球永續發展,為當前的重要課題。本研究針對影響層面較廣的高速公路及快速道路,以最大-最小模糊德菲法對綠營建道路所應考量之面向進行評估,篩選出生態、綠化、資材、減廢、保水等五個面向及十九個評估項目,再以層級分析法針對篩選後之評估項目探討其重要性程度,最後提出一初步的評估架構及評分方式,將有助於促進國內道路建設能符合地球永續發展之理念。

英文摘要

The objective of this research is to develop an appraisal system for the assessment of green highway construction. A highway is chosen, among the various infrastructure types, for its broad coverage of areas and its large share of a nation’s infrastructure development. Literature reviews and the Max-Min Fuzzy Delphi method are first employed in this study to identify the major categories and their corresponding items for assessing the “greenness” of a highway project. The five major categories identified are preservation of eco-systems, plantings to reduce CO2 emission, preservation of material resources, waste reduction, and water conservation. The AHP (Analytical Hierarchy Process) method is then employed to determine the weighting of major categories as well as the sub items in each category. As a result, this study proposes an appraisal rating system to assess the “greenness” of a highway construction project.
