中文摘要

台灣中油公司永安第二期液化天然氣儲槽T-104及T-106,因為試.期間發現疑似洩漏,後來證實是洩漏並決定開槽檢修。歷經兩年之努力,檢修工作已於民國93年底完成。檢修期間無火災爆炸事故發生,洩漏處也已經修好,現在儲槽運轉已經安全無虞。
開槽工作所運用的風險管理方法是一個有效的安全管理方法。現今我國石化工業災害仍時有所聞,為提昇我國石化工業之安全管理,本研究將深入探討本次開槽檢修工作之風險管理,提供大家認識與學習。本工程所實施的風險管理,思考可謂既廣且深,巨細靡遺,其作法必然有值得我們借鏡學習的地方。
這是一種地下式儲槽,儲槽之主體在地平面以下,儲槽內徑64公尺,深度44公尺,設計容量為13 萬立方公尺,槽內存放液化天然氣,溫度為-162.C。若每一家庭每天使用一立方公尺天燃氣,如果儲槽滿載,一座儲槽之存量估計約可供應30萬個家庭使用半年。因存量大加以天然氣為可燃性高壓氣體,開槽之危險性很大,引起各界的關注。
本研究之範圍限於儲槽洩漏檢修之所有工作,研究方法包括參與現場工作、參加工作研討會、閱讀儲槽檢查記錄文件以及相關技術文獻資料等,相信本研究報告對於提昇我國石化工業之安全管理有相當高的價值。

英文摘要

LNG storage tanks 104 and 106 at the Youngan Plant of the Chinese Petroleum Corporation had gas leaks in a test run and were decommissioned for opening and repair. Repair of the leaks was completed by the end of 2004 without incident. Today, the tanks have been safely recommissioned for
commercial operation.
The successful repair suggests that risk management was effective in this project at the Youngan Plant. However, there are still occasional accidents in the country's petroleum industry. Experience from the tank repair can help us understand risk management and promote safety in the petroleum industry in Taiwan. In this instance, there are lessons to learn from how the risk was studied thoroughly and the appropriate countermeasures designed.
For these in-ground storage tanks, much of the tanks was below ground level. The tanks had an inside diameter of 64 meters and a depth of 44 meters for a capacity of 130,000 m3. When filled with LNG to full capacity, the stored gas could supply 300,000 families for half a year assuming each family consumed 1 m3 of gas per day. Because of the large storage and high flammability of the gas, many were concerned about the tank opening and repair.
The scope of this study is limited to repair of the leakage. This paper synthesized the work experiences on site, attending technical discussions, tank inspection records, and technical literature in order to promote the safety of the petroleum industry in Taiwan.
