本文探討提升城市競爭力的策略與方法，進而達到永續發展的最終目標。城市競爭優勢是一種相對的概念，係指城市間整體發展條件的差異，其所涉及層面包含城市所具備裡的硬體及軟體環境。城市競爭力則是城市整體發展條件差異的相對表現績效。當具備城市競爭力後，便可透過地區行銷，藉由地方所具有之獨特性與競爭優勢，達成吸引廠商進駐投資開發，形成其他地區所無法取代的產業聚落，達成城市永續經營目標。
政府經營城市競爭力應以建構自身成為周邊區域產業聚落中心做為策略，同時思考城市之競爭優勢為何？透過利用競爭優勢，逐漸吸引資源與廠商進駐，在產業聚落成型之後，廠商便可透過資源整合的手段，相互結合形成強大的產業網絡，除了可以降低廠商的營運成本與經營效率外，更可強化自身的不可替代性，當未來因經濟發展造成廠商經營成本提高時，仍可因為轉換成本較高而使廠商透過產業升級根留於本地發展，進而達成都市永續發展之目標。

This paper aims to discuss the strategies and methods of enhancing the urban competitiveness, in order to achieve sustainable development as the ultimate goal. City competitive advantage is a relative concept, which refers to the differences in the overall development conditions among cities, and the aspects include both infrastructures and execution environments. City competitiveness is the relative performance of the different overall development conditions of cities. When a city has its competitiveness, it can utilize regional marketing, its uniqueness, and competitive advantages to attract companies for investments and development, in order to form irreplaceable industrial clusters, thus achieving the goal of sustainable development.
When a government develops the city competitiveness, its strategy should focus on constructing itself to be the center of industrial clusters of the neighboring areas. It also should deliberate on the competitive advantages of the city. By utilizing competitive advantages, attracting resources and companies, and establishing the industrial clusters, companies can further integrate the resources to form a power industrial network, which not only could reduce the operating cost and improving the efficiency, but also strengthening their irreplaceability. Even the operating costs increase due to economic development in the future, the high conversion cost would continue to remain local development through industrial upgrade, thus achieving the goal of sustainable development of the city.
