運用文化資源做都市再生之觸媒業成為後工業都市之文化策略。既有文獻多關注大型文化設施及商業慶典所衍生之地區再生效果,甚少討論培育都市內無形文化資源之重要性,以及如何整合地方文化慶典及文化空間於都市再生計劃。本文目的係以臺北市保安宮地區的文化慶典及空間計劃為個案,探究臺北市文化導向都市再生之策略模式。本文結論指出臺北市採取兩種不同策略取向以塑造地方獨特性。首先,運用象徵性文化空間及其文化慶典來活化地區,由保安宮動員民俗藝文網絡與地方社群參與文化慶典活動,此文化慶典機制構築地方制度能力,並整合地方文化與保安宮地區成為一個傳統文化展演空間;再者,地方政府企圖以核心區空間改善計劃,創造實質再生效果,並呈現地方獨特之文化意象,以促銷地方獨特性。政策意涵方面,本文建議政府所執行之文化導向都市再生計劃不應簡化為一種追求經濟效益與邁向全球都市的空間策略;相反地,政府需從地方角度瞭解地方文化慶典之時空特性與其動員網路,才能將地方文化獨特性整合到都市再生計劃。

英文摘要

Capitalizing on cultural resources as a catalyst of urban regeneration has become a crucial cultural strategy in the post-industrial context of urban development. Existing research has neglected to address the cultivation of intangible cultural resources within a city, and focuses on using physical cultural facilities and commercial events as the motors to drive the economic regeneration of an area. However, the means to integrate endogenous cultural festivals and localized cultural spaces into the particularities of regeneration projects are still poorly understood. This study explores the strategic models of Taipei's culture-led urban regeneration through the case study of the Baoan Temple Cultural Festival and spatial plan. In conclusion, this case shows two
different pproaches to culture-Ied regeneration of Taipei. First, local government treats a local temple as a symbolic space of revitalization project. Meanwhile, local folk culture is revitalized through Baoan Temple mobilized folk art network and local communities to engage in the cultural festival. The institutional capacity of the cultural festival, which stemmed from the collaborations of government and Baoan Temple, has increasingly transformed a folk cultural space in a regeneration project. Second, the local government launched an infrastructure-based project in order to enhance the quality of area, and to represent local particularities in the context of globalization. The policy implication of this article is that a cultural project should not be reduced to an economic-centred regeneration effect, nor be a spatial strategy of global city. Instead,local governments are advised to understand the time-space features oflocal cultural festivals, and the dynamics of network mobilization, in order to enliven communities and to reshape a positive regeneration effect in the context of Taipei. This understanding from a local perspective helps to integrate local uniqueness into a regeneration project.
