當前大陸農村幹部同時兼負「上級代理人」和「村民當家人」的雙重角色，作為前者，村級幹部必須服從上級鄉鎮政府的命令;而作為後者，村級幹部在農村內負責管理村內所有事務。如果二者的利益、要求是一致的，則村級幹部的角色扮演容易達成，否則就會出現角色街突的情況。進一步言，村級幹部雙重角色的矛盾，同時反映了中國大陸國家與社會、行政權與自治權間的街突。

Mainland Chinese village-level cadres have to play simultaneously the roles of “agentsof the higher authorities" and “headsof the villagers." As the former， they must obey the orders of their superior town and township governments; as the latter they are responsible for the management of all rural affairs within their own villages. When the interests and demands of these two roles coincide， village-level cadres have no difficulty in playing their roles. However， if the interests and demands of these two roles are different， there will be role conflicts. Currently， the role conflicts of village-level cadres reflect the conflict between state and the society and also that between administrative rights and autonomy rights.
