本文之結論如下:一、1980年正值我國國際地位大幅滑落之際，國際奧會決議我國不得使用「中華民國」的旗、歌、名參加冬運會，是我國未能參加此屆冬運會的主因，也是國際局勢影響下的必然結泉。二、過去，美國一直是「中華民國」的堅實盟友，然而，1980年冬運會，美 國卻成為阻止「中華民國」參賽的重要因素之一。囡此，國與國交，利益才是主要的考量依據。三、為了參加本屆冬運會，我國投注了大量的人力和物力，以「關」司在海外推銷政治目的之事也首次披露，但終究未能達成以「中華民國」參賽的目的，可見國際潮流之不可抑遇。烏此，我們首應肯定當時相關決策及執事人員的愛國情操，惟，為了爭取國家最大的利益，保持政策的彈性，才是以歷史為鑒的明智之舉。四、本屆冬運會，是為我國參加奧運會史土，名稱演變歷程中一個重要的分水嶺，有其一定的歷史定位。惟，因參加目的為政治所主導，加上選手的選、"tIll仍受限於場地設備，以致難以精實。因此，若政治目的不復存在，那麼參加冬運會的必要性將必須重新加以思考。

The 13th Winter Olympic Games (TheGames) took place in Lake Placid， USA， in 1980. Our country also strove actively for participation in it. However， under the influences of ROC's renunciation of its membership in the United Nations， USA'severance of its diplomatic ties from ROC， and the change of ecology of the International Olympic Committee (IOC)，IOC decided that we could only obtain our participation with the name of "Chinese Taipei". To breakthrough the dilemma， we were looking for legal aid， and at the same time appointing an Americancompany in public relations for help. But our efforts were in vain and so finally we had to announce our renunciation from The Games. The conclusion of this article is as followed: 1.The IOC decided that we were not entitled to use the flag， anthem， or name of the ROC. This is the main reason our countηdetermined not to participate in The Games﹒And it also reflected the presert international situation. 2. USA was the major force that hindered "ROC" from taking part in The Games， although it was once one of our firm allies， Evidently， benefit is what maintains friendly relations between two countries. 3. Our country made every ende�vor for our participation even though the intern ational situation was against us. Thus we should give positive credit to the patriotism of the related officials. However， to strive for the most benefit for our country， we should keep our policies flexible in view of the history. 4. The Games proved to be a significant watershed of the names we had used to take part in the Olympic Games as well as an important topic in the reseatch on modern sports in Taiwan. 5. Our goals of participating in The Games used to be affected by politics. In addition， it's difficult to potentiate our athletes with our country's limited sports resources. Therefore， if the political concerns were not to exist，the necessity of our laking part in The Games should be reconsidered.
