距一九九九年十二月二十日澳門「回歸」之日愈來愈接近了，因此，中 共對於接收澳門的部署也愈來愈迫切了。時間已愈來愈少，而接收的工作卻尚未就緒。例如澳門「回歸」的三大問題(「三化」) ，迄今仍然問題重重。

「三化」之中的「法律本地化」的問題，困難尤其可觀。由於澳門現行的法律絕大多數是葡文法典，在短短的不到二年的時間之內，要想把法律本地化，其中的問題確實非常之多。本文以下將先介紹澳門現行的法律及司法制度，再就「法律本地化」的內涵，來說明澳門「法律本地化」的情形及其困難，以及對今後澳門的影響。

Beijing is far from completing its preparation for the orderly control of Macao after its return to mainland China on December 20， 1999. One particular area of our concern is in the preparation work for the localization of law there. In order to cope with the practical need in the future， Beijing will have to revise the current law in Macao which is based mostly on the Portuguese practice. This paper will first review both the law and the judicial system currently adopted in Macao， then provide an analysis of the content of the localization of the law. Finally， it will examine the difficulties in localizing the law in Macao and discuss the possible impact of such a situation on Macao's future social development.
