一九九0年代初期，前蘇聯瓦解，國際體系劇變，中共認為，國際體系係朝著多極化方向發展。在後冷戰時代，引發世界大戰的因素消失，短期內，世界情勢將維持和平與穩定;大國關係的發展與調整，將成為國際關係的主宰。當前各國交往是採取以不結盟、不對抗、不針對第三國為主軸的「新型國家關係J'在安全環境認知方面，中共倡導所謂的「新安全觀J'強調後冷戰時代國際體系的和平本質。經濟發展成為中共最高的國家利益。

不論是為維持和平的國際環境，或是為發展經濟，中共皆需與美、歐、日、俄等大國保持友好關係。故中共採行大國外交，靜、對當前國際體系本質研判後得的結論。中共體認到，當前中共國力仍弱，惟有國力提升，中共始得以在區域與全球事務上發揮應有的影響力。

Since the breakup of the USSR in the early 1990s， the international system has experienced dramatic changes. From the PRe's point of view， the world system is moving toward multipolarization. In the post-cold war er， factors that trigger global wars have vanished. Therefore， the world will likely be able to maintain peace and stability in the near Future. How relations between big powers develop will dictate the direction in which the international system will head. The current mode of national behavior is no-alliance， noconflict， and no moves against any third country. This is what the PRe calls “thenew form of relationship between nations" . As to the perception of the current security environment， the PRe advocates the idea of “anew view on security，\" which emphasizes the peaceful nature of the international system in the post-cold war era. Economic development has become the PRe's supreme national interest.

Whether for the purpose of maintaining a peaceful international environment or pushing economic development， the PRe needs to establish cordial relations with such major powers as the U.S.， Europe， Japan， and Russia. Only after the PRe gains more power， will it be able to play an influential role on the regional or global arenas.
