本文由全球經濟形構之角度來理解台灣的社會政治過程與空間轉化的主要趨勢。作者在全球經濟中之亞太區域與產業重構的脈絡上分析台灣經濟再結構的新模型。它由三條線索組成:一、新國際分工與國家提出的亞太學逐中心計剖,二、新的社會關係與國家致力於生命共同體建構,三、國(氏)族國家的重構與國土綜合開發計室。至於這個新的社會政治安排所造成的空間轉化特殊形式則分別為:一、全球經濟中繼站的流動空間特質,二、兩極的區域與分裂的城市中幽靈化的“社區,',三、衷地釋出可能帶來的國土發展扭曲。最後,本文指出積累新模型建構的限制在於國家新角色的困難,以及,就社會轉化的角度,作者張調在全球與地域之間的都市政治的重妥性,並提出地方工廠的公共空間,進步的地方政府,城市聯盟與草根的社會運動等基地做為施力的文點。
This essay deals with the socio-political processes and the spatial transformation of Taiwan in terms of the formation of a global economy. The author analyses the new Taiwanese model of economic restructuring in the context of Asian-Pacific regional and industrial restructuring of the global economy. Itconsists of three elements: 1.The new international division of labour and the project of Regional Operations Center (ROC), 2. The new social relations and the state's national community project, 3. Rebuilding the nation state and the national territorial plan. As to the specific form of spatial transformation shaped by the new social political arrangement, there are three trends: 1.The space of flows as the transmitter in the global economy, 2. The polarized regio!)',s and the plantom“communities" in the devided cities, 3. The distortion of territorial development out of the release of agricultural land. Finally, the author points out the limit of the new accumulation model is the new role of the nation state. In terms of the social transformation, the urban politics between the global and the local are emphasized. And the firm centred local communitarianism, the progressive local governments, the alIiance of cities, and the grassroots social movements are considered as the sites and the hinges of the resistance or alternative project arising from communities and social political actors.
