本文介紹七0年代佔居主流的程序性規劃理論的發展，以及七0年代末i直接加以挑戰的一場理論論戰。論戰本身己清楚地暴露了程序性規劃理論的不合時宜和空洞，作者則進一步指出該理論在認識論上的限制史是理論與現實脫節的根源;此外，從中也可以見出規劃理論與社會變遷的密切關係。

After an introduction to the procedural planning theory (PPT) which was the mainstream urban theory of the 1970's， the theoretical debate at the end of 1970's is summarized. The critiques of PPT clearly polited out that PPT was vacuous and obsolete. An argument is made for more atten· tion to the formalism which was the epistemological obstacle within PPT and also to the important fact the development of planning theory has always been closely related to social change.
