由於經濟的快速成長，生活水準隨昕得之增加而大幅提升，居民對環境品質的要求與價值亦隨之改變，但在成長發展的過程中，導致了一系列現今都市嚴重的社會及環境問題，因此如何藉由深入的調查研究，以瞭解真正問題即在，實是刻不容緩。加之在瞭解問題時，尚需一併比較先進開發地區，以為我國之借鏡，因此本文即依據一結構化體系，利用主觀資料的求取，分析比較臺��都會區、東京都、漢城市三大都市的環境特性及其差異，並綜合環境評估值，以檢討環境措施發展之方向。
