莫拉克颱風帶來野溪淤積土石問題，為能減免災害發生，落實政府清疏政策，本文針對野溪淤積土石主要災區、野溪淤積土石與地形發育關係、清疏方式進展、法令規定與可行性評估、清疏土方之處理方法、集水區上游的土砂管理、清疏對野溪土石運移的影響、清疏作業之設計工作、清疏作業之監造工作提出說明與看法，結論與建議並指出l.清疏工作為未來水土保持之重點工作之一，包含其設計及監造，相關作業規範有待建立、2.相關集水區規劃，應強調野溪土砂來源與地形發育之機制，以做為整體清疏考量之參考或依據、3.建議修正「野溪淤積土石清疏作業要點」，以有效執行土石清疏工作及4.持續辦理相關研討會，以做為清疏工作之技術交流平台。
英文摘要
Typhoon Morac accompanied with landslidesand siltation problems. In order to prevent disaster and implement the government dredging policy， this paper， discussed the main affected areas and streams， siltation of earth and rocks， and the relationship between topography and siltation， dredging methods progress， feasibility assessment of laws and regulations and assessment， dredging earth's approach， the catchment area upstream sediment management， dredging of the streams， the impact of migration of earth and rock， dredging operations of the design work， dredging work of the supervision work instructions and opinions， and give the conclusion and recommendations.
