中文摘要

新竹縣在2004年完成校務評鑑。但時至今日仍未見有任何後設評鑑報告出爐,筆者身為校務評鑑之接受者和使用者的角色,採用「方案評鑑標準」(JC)對所蒐集之資料進行後設評鑑。其中,以報告的清晰性、目的和程序的描述、公平的報導三項指標表現得最好;以價值的確認、成本效益、完整和公平的評量、結論的論證四項較不理想;其他在中等程度。新竹縣校務評鑑的主要問題包括以下幾點:1.指標項目太多;2.評鑑時間太短;3.評分規準未確定及公佈;4.各指標所需呈現資料類型未交待;5.每年評鑑項目數量不同,在公平性上受質疑;6.訪評委員評分者間信度不足;7.評鑑結果採取評等等第方式辦理。

英文摘要

The school evaluation of Hain Chu County Government had finished in 2004. But the reports of meta-evaluation had never advanced. Researcher adopted program evaluation standards to proceeded meta-evaluation, for being acts the acceptor and user of Hain Chu County Government's school evaluation. There are three indicatiors of the school evaluation of Hain Chu County Government to express better, including report clarity, described purposes and procedures, impartial reporting; there are four indicators to show not good enough, including values identification, cost effectiveness, complete and fair assessment, justified conclusion; the others were average. The main questions of school evaluation of Hain Chu County ware seven, including: 1. the indicators of evaluation too much; 2. the time for evaluation too less; 3. the rating criterion not to announce; 4. the types of data for rating criterion not to make public; 5. the items of evaluation not the same for years; 6. the interjudge reliability too low; 7. to compare the results of evaluation.
