中文摘要

本研究以捷運檢修工廠之立場,考量實際營運時人力需求之隨機變動及人力資源的彈性管理策略,針對長期規劃上不同之限制條件,發展兩個混合確定與隨機需求之人力供給排班模式。此等模式皆可定式為混合整數規劃問題,屬 NP-hard問題,因此本研究利用問題分解策略,並結合 CPLEX數學規劃軟體,發展啟發解法,以有效的求解模式。此外,為評估實務作法與混合需求隨機性排班模式在隨機環境中之績效,本研究另發展一模擬評估方法。最後為測試本研究模式與求解方法的實用績效,本研究以國內一捷運檢修工廠為例,進行範例測試與分析,結果甚佳,顯示本研究所構建之模式與求解方法應可為未來實務捷運車廂維修人力供給規劃之參考。

英文摘要

In this research, based on the MRT plant perspective we develop two mixed deterministic and stochastic demand manpower supply planning models for MRT plant long-term operations. These models are formulated as mixed integer programs that are characterized as NP-hard. We employ problem decomposition techniques, coupled with a CPLEX mathematical programming solver, to develop heuristics that can efficiently solve the problems. To evaluate the models and the method used in current practice in actual operations, we develop a simulation-based evaluation method as well. Finally, we perform a case study using real operating data from a Taiwan MRT maintenance plant. The preliminary results are good, showing that the models could be useful for planning carriage maintenance manpower supply.
