我國目前區域發展的問題與需求日益複雜及嚴重，臺北市為我國首善之區，也是臺灣對外的國際窗口，因此，國人對大臺北區的發展有極高的期待。然而，由於臺北市的行政轄區幅員有限，倘若想要成為世界級的「全球城市」(global city) ，必須藉由與鄰近(neghborhood)或利害相關(stakeholder)的質地方府建立策略性的夥伴關係以為因應之道。本文將以臺北市及其鄰近縣市為例，嘗試從資源依賴理論(resource dependence theory)、交易成本理論(transaction cost ecnoomics)，以及夥伴關係發的生命週期(life cycles)等三方面，分別探討地方府間建立夥伴關係的策略，曘後也嘗試對臺北市政府提出一些具體的建議。

Recently, the problems and demands of regional governance in our country have bcome more and more complicate. As we know, Taipei si the capital city of Taiwan, and also present as the international channel towards global. Therefore, people always have great expectation on the development of Taipei region. Due to the rules and regulation limitation on the administration regional in Taipei, government should expand the whole operation of various resources, by build strategic partnership with neighborhood or stakeholder among local governments, enable to develop regional economic and satisfy the demand of every society’s needs and uplift the standard of living, if Taipei wants to be like global city as international standard. Based on the previous description, the objective of this study is from the practical and theoretical perspective, to explore the establishment of strategic partnership among local governments from resource dependence theory, transaction cost economics and the perspective of life cycles.
