本文主要係研究世界先進國家電信相關管制機關以何種手段之設計達成其獨立性，並說明管制機關獨立性的目的。其中包括美、英、法、澳、日等五個國家，並以組織類型與位階、組織結構與職掌、人事安排、經費來源及獨立性之利害因素等項目之架構分別探討，並在最後作一綜合獨立性之比較，以供作我國未來電信管制機關之設計借鏡，期使未來電信管制機關之建置，能達到低成本、少變動、高效率，並能維繫公平自由競爭之市場，充分發揮普及服務，落實公共利益的要求，以打造數位新時代。

　　The goal of this research is to study the achievement means for Independence of Telecommunications Regulatory Agencies for the advanced nations, including United States, Great Britain, French, Australia, Japan, etc., and explain the purpose of Independence. The frames of organization types and levels, structures and functions, personnel arrangement, expenditure resource, as well as the independence interest factors were discussed. A conclusion of synthetic comparison of Independence can be used for the design of our national Telecommunications Regulatory Agency in the future. It is hope that the establishment of Telecommunications Regulatory Agency can be low-cost, more-stabile, high-efficiency, and maintain fair competition in the market, fulfill universal service,implement request of public interest, and build a new digital era.
