本文旨在分析清代奏摺制度及其對清代官員操守之影響。奏摺制度對清代官員操守之意義，主要有五：一、可顯現官場操守的實際情況；二、皇帝可對官員操受加以勉勵與訓誡；三、官員問操守的相互監視6；四、操守相關措施之討論與磋商。

　　This article attempts to describe Tsou-Zerr ----a kind of particular government document in Ch' ing, and to analyze its impacts on integrity of public servants who were in office at that time. Tsou-Zerr had at least five explicit or implicit functions for bureaucratic integrity in Ch'ing: 1. It could show the real situations of the integrity of public servants. 2. The emperors could utilize Tsou-Zerr to advise the subordinates to promote the level of integrity. 3. The subordinates could supervise each other by means of submitting Tsou-Zerr to the emperors. 4. The emperors could discuss with the subordinates about the policies of integrity through the exchange of Tsou- Zerr.
