本文主要探討國家的經濟轉型職能對於經濟發展的重要性。金融危機發生後，許多學者主張國家對於經濟發展不利，自由經濟市場觀點因而高漲，惟本文認為國家持續參與經濟發展仍有其必要性。然而，國家扮演的角色應是加強培養企業適應國際競爭的能力，而非一味的干預經濟發展。以泰國金融危機發生前後情形作為個案研究，結論指出國家機關應與民間企業建立制度性連結，經由管理互賴關係，國家機關與企業彼此互惠，進而合作達成政策目標。　　

　　The main purpose of this paper is to stress the importance of state's economic transformative capacity for economic development. Although several authors regard state is inimical to economic development after the financial crisis, t his paper argues that it is still necessary for state to continue to participate economic development. However, the state has to change its role from intervening economic development to cultivating the ability of business to fit the competition of the world. After analyzing Thailand's transformative capacity before and after financial crisis, we suggest the state and business should establish institutional linkage. With the relationship of governed interdependency, the state and business are mutually reciprocal. With the cooperation of both sides, the state's goal could be carry out.
