在福利國家政治經濟學研究當中,德國與荷蘭經常被歸類為「最類似的個案」。但是從第二次世界大戰至今的發展軌跡來看,德國與荷蘭在經濟發展、勞動市場與社會福利發展的過程與路徑迥異不同。本文提出「深度統合治理模型」來檢視第二次世界大戰之後至2002年間德國與荷蘭的政治經濟改革經驗。本研究發現面對國內外環境的變遷,統合主義治理模式並未沒落。制度內差異造成德國與荷蘭兩國在統合治理模式變遷與經濟、勞動市場與社會性安全支出表現上的差異。國家在統合治理調適上扮演性誘導力量與制衡,社會伙伴的角色則是禍福互見。歐陸型福利國家的政經改革在於啟動良性循環來促進與維持高度統合模式,進而獲致經濟成長與勞動市場與社會福利改革成效。

英文摘要

In contemporary political economy and welfare state researches, Germany and the Netherlands are often categorized as the “most similar cases”. However, the developmental paths taken by Germany and the Netherlands are far from similar, especially in terms of economic growth, labor market performance, and social welfare expenditure since WWII to 2002. This essay adopts a “Thick Corporatist Governance Model” to analyze the political and economic reforms in Germany and the Netherlands. We have found corporatist governance is till vivid and robust in continental Europe. It is the intra-regime differences which contribute to the divergent transformation of German and Dutch corporatist governance patterns and the diverse developments in economic, labor market and social security transfer. The role of state played as a virtue drive and counterbalance in corporatist governance, while social partners’ served as a mixed blessing. When facing environmental changes, the institutional adjustment of TGM is to initiate the virtue cycle so as to sustain a high level corporatist governance, and, as result, to contribute to steady economic growth, better labor market performance and smooth social welfare reform.
