中文摘要

組織在面對內外部環境變遷時,及時透過組織變革予以因應,實為維繫組織效能之關鍵所在。然而組織變革為一複雜的管理議題,以組織變革理論探討組織定位調整,對政黨發展有其重要性。組織演化觀點的「中斷均衡」(punctuated equilibrium)論點,認為組織遭遇環境重大變遷時,組織也需要進行大幅度的組織變革活動,然後持續進行組織構成要素的演化改進,是維持組織與環境最佳匹配的做法。本研究針對中國國民黨面對政治環境的激烈變遷時,探討其對於組織定他調整與推動變革的相關議題,以訪問資料進行探索性的驗證,結果顯示國民黨之組織變革與組織定位調整符合「中斷均衡」論點。另外,組織變革之文化慣性對政黨組織之變革行為產生較大的阻礙,而需推動組織學習與採取較大幅度的組織變革的活動,較能克服文化慣性對組織變革的抗拒。本研究對政黨進行組織變革與組織定位調整,具有政策制定上的涵義,對政黨組織與變革管理之相關後續研究,有拋磚引玉之效果。

英文摘要

Organization’s reason for quick responds to organizational changes while facing both changing internal and external environments is to maintain organizational effectiveness. Organizational change is a complex management issue, according to the theory of organization change; adjusting the repositioning of organization is closely related to the development of party in political point of view. According to organization evolution, the theory of Punctuated Equilibrium suggest that when facing effected by the environmental changes, a great range of progressive organizational evolution, in addition to, the innovations regarding the factors of organization evolution are best for maintaining the equilibrium among organizations and the environment. The following research is based on the extreme political environment changes faced by The National Party (Kuo-Min Tang). Adjusting the repositioning of organization and motivating the political reform are discussed. The result of collected self-administered questionnaires strongly proved the hypothesis in this research by theory of Punctuated Equilibrium. More, the stereotypical culture of organization is the obstacle for organization reform. On the other hand, motivating organizational learning and upgrading and adapting a great range of progressive organizational evolution will overcome the conflict of the stereotypical culture of organization. The following research regarding repositioning of political party, in the case of KMT, is proved with meaningful political strategies and policies.
