中文摘要
民國八十六年開始的「精省」作業，臺灣省政府成為中央派出機關，省議會並改為諮詢性非立法機關的省諮議會。我國政府依據憲法規定，成為中央與地方二級；地方則以直轄市與臺灣省二十一縣市為主體。縣（市）地位提高，縣（市）政府組織大幅擴充；原省府組織裁併於中央相關部、會，省的自治地位及中介功能消除。改制後，中央對地方的監督依據，以及增加地方制度為較大的改變。在監督方法上則主要以傳統的行政監督、財務行政監督與技術指導的監督為主。性質上仍包括適法監督與適當監督、事前監督與事後監督等類型。至於監督的原則，包括依法行政、合目的性與團體自律等原則。在改制的轉型期中，中央對地方的監督呈現出新的或存在已久的問題，例如省政府監督地位式微、財源不足的爭議、地方行政首長停職的法理、地方自主性與中央監督的界線不明、委辦事項應否依據法律等。
英文摘要
The "Simplification and Refinement of the Government of Taiwan Province" began from 1980, that is one part of Reformation of Governmental Organization. After this reformation, the local government just includes level, that is counties (and cities). And the governmental relationships change dramatically. This paper studies the superintendence on local government, especially including the methods, principles and problems.
