為瞭解目前我國鄉土教育課程的發展與實施現況為何，本文擬針對鄉土教育之不同層面的運作情形進行深入探討，包括鄉土教育之社會影響因素與歷史演變、國小鄉土教材的發展狀況、學校實施鄉土教育課程的情形，以及相關的爭議性問題等，根據研究結果發現，在社會因素影響方面，分別受到政治、教育的市場導向、與西方文化全球化趨勢等因素的影響。在歷史演變方面，不同時期雖多強調鄉土教育的實施，但背後的意識型態卻不一樣。在國小鄉土教材的發展方面，雖然它賦予了教師發展教材的自主權，但由於是第一次發展教材，因此缺失也就在所難免。在國小鄉土教育課程的實施方面，受到教育行政人員的關心程度、教師的鄉土教育知能與工作負擔等因素的影響，實施的成效並不理想。在爭議性問題方面，本研究分別提出：1、教師是鄉土教材的忠實者、調適者或創作者；2、培育好的鄉土教育教師與發展好的鄉土教材，何者較為重要；3、鄉土教育的重心是鄉土文化或是學生的興趣；4、鄉土教學活動課程標準是否應該廢除等問題進行探討。為解決上述問題，研究者茲分別針對教育人員的課程觀、鄉土教育課程的發展、鄉土教育課程的實施、鄉土教育課程的評鑑、教師的角色、以及其他相關配套措施的配合等六方面，提出具體之建議，以做為未來發展與實施鄉土教材課程的參考。

In order to understand the development and implementation conditions of the homeland study curriculum in Taiwan, this study first explores different aspects of homeland study curriculum, including social factors and historical development, the development condition of homeland study materials, the implementation conditions of homeland study curriculum, and several controversial issues. Secondly, this study resents several conclusions. Finally, based on this study, suggestions of six aspects are provided on curriculum view of educational members, curriculum development, curriculum implementation, curriculum evaluation, and other measures.
