This paper uses Transaction Cost-Embeddedness Theory to analyze the factors by which Taiwanese overseas investments choose their location. The pre-test of our questionnaire shows that the factors influencing transaction cost of investment are considered seriously by Taiwanese firms. But in Mainland China, investors generally don't trust institutional arrangements in controlling transaction cost, so their relationships to local government, suppliers and long-term customers are important factors for their choice of investment location.
