由於國防資源分配以滿足建軍備戰及兵力整建為目標，但是受限於我國中央政府總預算規模之下，資源之有效配置與運用為一重要議題，有關資源配置最適化模式之研究，本研究係在資源總額度受限條件為考量之基礎，嘗試以二階層規劃之決策模式，建構資源配置最適化模型並作實證分析及最佳解檢驗分析。在國防預算額度受限的情境下，如何構建資源配置運用的最適化模式，使能滿足國軍兵力整建與備戰要求，提升整體國防戰力，是值得關注並深入研究之議題。最後，再根據研究結果提出結論與建議，作為國防部爾後之資源分配決策參考。

The allocation of defense budget is designed to satisfy the requirements for military buildup and combat readiness. However, due to the limit of the total budget of the central government, the effective allocation and utilization of defense spending has been an important issue; in particular,research on the optimal mode of the allocation of defense expenditure has been the focus of attention in this field. Under the limit of total budget, this study employs the Bi-level Programming
decision-making model to establish the optimal mode for resource allocation and conduct empirical analysis of the optimal solution. Finally, based on the findings, the study draws conclusions and makes recommendations for the reference of the MND in decision making for resources allocation.
